I think there are 3 things going on: 1. the Police want to acquire more evidence of the complicity of Raygoza's underlings in the scam. 2. the police are probing more deeply to uncover the money trail behind Raygoza. 3. the Police would like to make contact with a larger number of victims. So far, about 50 have made formal representations to the LAPD. the course of justice is slow.
